Utilising Statistical Analysis at the Spanish Civil Guard
José Luis Martín Ramos
Alférez E.F.T. (Estadistica)
Guardia Civil
Spain
How is your national guard using data to keep your communities safe? In Spain, Guardia Civil, or the Spanish Civil Guard, is using SPSS for Windows and SPSS Dimensions to effectively solve and prevent crime in a variety of ways. Among these methods, Guardia Civil uses statistical analysis to establish validity in scientific forensics investigations—which has not only drastically decreased the amount of time necessary to complete investigations but has also increased confidence in expert opinions and in the decisions of the judicial system.
Analytical tools are also being used to identify where to best allocate force members, equipment and budget, based on the crime statistics of given areas. In addition to optimizing the allocation of their resources, the Civil Guard is using Dimensions to psychologically profile recruits and pointpoint gaps in the skill set of their police force.
By attending this session, you will learn how the Civil Guard uses SPSS solutions to:
- Conduct descriptive Analysis
- More quickly solve criminal investigations
- Determine characteristics and trends in criminal behavior
- Psychologically profile recruits to optimize human resources activities
Breakout Session 1: Monday, 14 May 2007
In Control—From Reassurance to Neighbourhood Policing
Keith Bentley
Chief Superintendent (Retired)
Greater Manchester Police
United Kingdom
It’s not easy for a police force to connect with communities where people frequently do not access the full benefits, training, health and social service facilities that are freely available to them. At Oldham in Greater Manchester, where a series of serious race riots took place in 2001, a wide range of strategies and survey methods have been employed, including a strategic partnership with SPSS (UK), whose products are now used to help facilitate better community consultation.
This session will discuss the principles of neighbourhood policing, including the way in which program feedback mechanisms – empowered by technology – assist in optimising the use of police resources, and help to reduce fear of crime across engaged communities.
You will also hear how, as a result of these efforts, neighbourhood network partnerships are now operating in the most challenging areas of the borough, and feedback investment is ensuring the best use of resources. In addition, the new cost-effective consultation process is saving between £13-20,000 per ward, per year.
Breakout Session 6 : Tuesday, 15 May 2007
Minimising Property Costs: Making Best Use of Available Space
Dr. Joan Ritchie
Deputy Director of HR Consultancy Services
Northern Ireland Statistics and Research Agency (NISRA)
Northern Ireland
In the current climate of high property costs, efficient use of workspace is essential. When NISRA introduced a programme to rationalise and modernise its office portfolio, Human Resource Consultancy Services (HRCS) was commissioned to develop an in-house methodology to evaluate how workspaces were used before and after implementation of the programme. HRCS used SPSS for Windows to collect and analyse a comprehensive set of data that measured how workspaces – such as desks, meeting rooms and print areas – were used both in terms of the activities undertaken and the number of people involved.
The result was the development of an in-house space utilisation methodology for use across the NICS. Such studies when provided externally are expensive; the speaker will show you how developing this methodology in-house is set to result in substantial financial savings over the next five years.
The session will describe what a space utilisation study involves, the benefits that space utilisation studies can bring to an organisation, and the role of SPSS for Windows in developing and implementing space utilisation studies.
Breakout Session 8 : Tuesday, 15 May 2007
How SPSS Improved the Monitoring of Government Health Targets in Scotland
Kevin McInneny
Project Manager ISD
Gillian McPhillips
Deputy National Coordinator SASM
National Health Service (NHS) Scotland
Scotland
The National Health Service (NHS) for Scotland is leading the way in using analysis to influence policy and decision making in government health. It’s Information Services Division (ISD) ico-ordinates, stores, analyses and interprets 26 years of information regarding discharge, cancer registry, mental health admission and death records: amounting to 29 million records and some six million people.
Attend this presentation to learn how the organization uses SPSS and SPSS Server to directly exploit the linked dataset, and see a demonstration of basic and complex analyses. You will hear how most complex analyses are now carried out directly using SPSS, and these have become key to policy and decision making in the NHS, where focus has shifted from a hospital-driven to a community based service.
